A new study published in Science Robotics is urging governments and industry to update ethical and policy frameworks as legged robots move from research labs into homes, workplaces and military operations.
The paper, titled Advances, Challenges and Opportunities for Legged Robots, surveys recent technical progress behind humanoid and quadrupedal systems and assesses developments across five areas: hardware, locomotion, autonomy, data and applications. The authors argue these platforms are increasingly positioned to take on roles ranging from delivery and inspection tasks to support in hazardous environments.
Monash University philosopher Professor Robert Sparrow, a co-author on the study, said the growing human-like capability and deployment of robots raises questions that extend beyond engineering performance. He pointed to emerging uses in aged care as an example where technological feasibility does not resolve whether robot-supported care aligns with the preferences and wellbeing of older people.
Sparrow also raised privacy issues linked to robots operating in domestic environments, where onboard cameras and sensors may collect sensitive information. He questioned who would control that data and how societies would balance safety, convenience and surveillance risks for vulnerable groups.
Design choices, including human-like gendered characteristics, could also influence how people interact with robots and introduce questions about bias and social norms, Sparrow said. He added that the way people treat robots may shape, or reflect, attitudes toward humans and animals, with potential consequences for social behaviour.
The study also considers legged robots in military contexts, including how increased use of robotic systems could affect the psychological barriers to violence and complicate legal accountability for battlefield outcomes. The authors argue that these issues intersect with broader human rights concerns.
Beyond ethics and security, the paper flags potential economic impacts, including displacement in service-sector jobs. It notes that unlike earlier waves of automation that were concentrated in manufacturing, legged robots could affect sectors employing a large share of workers in developed economies.
Sparrow argues that policy settings and democratic oversight will be critical as adoption accelerates, warning that decisions about who builds and controls these technologies could have wide social consequences.
